

DORA requires financial entities to collect and report information on their third-party ICT service providers.
The Digital Operational Resilience Act (hereinafter “DORA”) is established by EU Regulation (EU) 2022/2554 (hereinafter the “Regulation”), which has been applicable since 17 January 2025. It directly applies to the EU member states.
In essence, DORA establishes an EU reporting obligation for financial entities’ Register of Information. Its purpose is to collect data on financial institutions’ third-party information and communications technology (ICT) providers. This is done to ensure that firms monitor their third-party risks and to give the EU visibility over the financial sector’s critical software and service providers.
In what format must the DORA Register of Information be submitted?
The DORA Register of Information shall be reported to the national competent authorities (NCA) or the European Central Bank (ECB) in a digital format, XBRL-CSV format. EU Implementing Regulation (EU) 2024/2956 sets out the technical standards for the format of the Register of Information.
The deadline for submitting DORA information for the NCA or ECB for the year 2025 is 31 March, 2026. Some NCAs may set an earlier, country-specific deadline.
